LA TENSIÓN SOSTENIBILIDAD-SUFICIENCIA EN EL SISTEMA ESPAÑOL DE PENSIONES PÚBLICAS. ESPECIAL ENFOQUE EN LA SUFICIENCIA DE LAS PENSIONES

Abstract

No cabe duda de la gran importancia de garantizar un sistema de pensiones sostenible y suficiente para la población, por ello, se produjeron -y a día de hoy sigue dándose- múltiples reformas y debates en torno a la configuración legal del sistema. Para ello, el Pacto de Toledo juega un papel fundamental en la formulación de soluciones frente a las problemáticas de encaje social que enfrenta el sistema, desde el indexar las pensiones al IPC como medida de revalorización, hasta la separación de las fuentes de la Seguridad Social como garantía. España no tiene el nivel de generosidad en las pensiones que se entiende a nivel financiero, pero no a nivel jurídico-social, por consiguiente, ¿cómo ha tratado de preservar el legislador la garantía de un sistema de pensiones sostenibles y suficientes?

There is no room for doubt of the great importance of guaranteeing a sustainable and sufficient pension system for the population, which is why there have been -and continue to be nowadays- multiple reforms and argues on the legal configuration of the system. To this end, “Pacto de Toledo” plays a fundamental role in formulating solutions to the social lace difficulties facing the system, from indexing pensions to the CPI as a revaluation measure, to the distinction of social security sources as a guarantee. Spain does not have the level of generosity in pensions that is understood at the financial level, but not at the legal-social level, so how has the legislator tried to preserve the guarantee of a sustainable and sufficient pension system?
