EL SISTEMA DE FINANCIACIÓN AUTONÓMICA Y LA INCIDENCIA DE LOS RECURSOS PROPIOS DE NATURALEZA TRIBUTARIA EN LA FINANCIACIÓN ANDALUZA

Abstract

Este proyecto, tiene por objeto el estudio del sistema de financiación de las Comunidades Autónomas desde el momento en que la Constitución española reconoce el derecho a la autonomía financiera que tienen las mismas, hasta el momento actual por el que atraviesa el sistema de financiación autonómico. En segundo lugar, sin salir del sistema de financiación autonómica, nos hemos centrado en los recursos propios (de naturaleza tributaria) que utilizan los entes autonómicos para financiar su autogobierno, en concreto la Comunidad Autónoma de Andalucía. Por último, hemos establecido una serie de conclusiones al estudio, aportando una opinión personal al respecto.

This project aims the study of fiscal decentralization of the State of Autonomies from the moment that the Spain Constitution recognizes the right to financial autonomy of the same, to date by which it crosses the regional financing system. In second place, without leaving the financing syste, we focused on own resources (of a fiscal nature) used by communities to finance autonomy self-government, in particular the autonomous community of Andalucía. Finally, we have reached some personal conclusions in which we have given our view about the subject.
